John B. (Jack) Lyman



With his nearly ten years of compliance and enforcement experience, Jack helps clients navigate the complex web of federal and state environmental statutes and regulations. Jack focuses his practice on clients in the energy, transportation, and mining spaces, with emphasis on Titles II and V of the Clean Air Act (including the Renewable Fuel Standard), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), the Clean Water Act, and the National Environmental Policy Act (NEPA) as well as those programs’ state analogues. He has also counseled clients in the consumer products and home renovation industries on lead-based paint, significant new use, importation, and other issues under the Toxic Substances Control Act (TSCA), as well as labeling issues under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). Jack is building a reputation one of Washington’s leading environmental lawyers because he is responsive to clients, knows how agencies work, and gets results.

Jack began his career as a trial attorney with the Environmental Enforcement Section of the Department of Justice’s Environment and Natural Resources Division. He also served as an attorney-advisor for the National Highway Traffic Safety Administration (NHTSA), helping to draft corporate average fuel economy (CAFE) standards for passenger cars and light trucks. He has been in private practice since 2017.

  • Counseled whistleblower vehicle engineers in DOJ, EPA investigation of original equipment manufacturer vehicle emissions and fuel economy compliance under CAA Title II
